HAYDEN, Idaho — A fourth change order for the Ramsey Road and Honeysuckle Avenue roundabout increases the construction contract by $9,582.13 and establishes Sept. 24 as the new substantial-completion date.
The Hayden City Council unanimously approved Change Order No. 4 as part of its consent calendar Tuesday. Consent-calendar items are generally approved together without individual discussion unless a council member asks to remove an item for separate consideration.
The approved change order increases LaRiviere Inc.’s contract from $1,739,553.50 to $1,749,135.63. The document establishes Oct. 4 as the date the project is expected to be ready for final payment, one day before the Oct. 5 reopening date announced to the public.

A nine-day adjustment within the change order
The 13 additional days do not tell the entire timeline story.
The project’s executed Notice to Proceed established Aug. 28 as the original substantial-completion date and Sept. 7 as the date the project would be ready for final payment.
Change Orders Nos. 1 through 3 added five contract days, moving substantial completion to Sept. 2 and final-payment readiness to Sept. 12.
Change Order No. 4 also documents a separate disagreement over the original contract duration. LaRiviere requested revised completion dates based on its interpretation that the contract provided 80 calendar days from the June 18 commencement of contract time, rather than the Aug. 28 milestone stated in the Notice to Proceed.
The City agreed to move the original substantial-completion date from Aug. 28 to Sept. 6 and the final-payment date from Sept. 7 to Sept. 16 at no additional cost.
The change order states that the agreement does not mean the City accepts the contractor’s interpretation of the original documents or agrees that LaRiviere was otherwise entitled to the extension.
Although the adjustment moves both dates by nine days, the change-order summary assigns it zero additional contract days. Once the five days from the first three change orders are applied to the revised starting dates, the pre-Change Order No. 4 substantial-completion date becomes Sept. 11. The additional 13 days proposed in Change Order No. 4 then move it to Sept. 24.
In effect, the change order moves substantial completion 22 days beyond the Sept. 2 date established following Change Order No. 3 and 27 days beyond the original Aug. 28 milestone.
What accounts for the additional cost and time
The $9,582.13 increase consists of two items:
$8,632.43 for an additional 493 cubic yards of road excavation after the profile of Ramsey Road’s north leg was revised.
$949.70 to abandon an existing Hayden Lake Irrigation District water service southwest of the intersection.
The 13 additional days are attributed to:
Four days for the additional excavation, repairs to a damaged Ziply line and delays associated with Avista’s gas-line work.
One day for buried concrete-like material encountered in the sewer force-main trench.
Three days because Hayden Area Regional Sewer Board air-release valves did not function as anticipated while the force main was being drained.
One day for the irrigation-district water-service abandonment.
Four days to account for weekends falling within the added contract period.
The change order says the revised road profile resulted in the additional excavation. It also says work in that area could not be completed until Avista lowered its gas line and a damaged Ziply line was repaired.
In the agenda memorandum, city staff advised the council that rejecting the change order would prevent payment to the contractor for work already performed and could place the City in breach of its contractual obligations.
What the document does—and does not—answer
Change Order No. 4 brings the contractual timetable into close alignment with the publicly announced Oct. 5 reopening date. The approved final-payment-readiness date is Oct. 4.
The document does not explicitly state whether the intersection will reopen when substantial completion is reached on the Sept. 24th contractual substantial-completion date or remain closed until Oct. 5. It also does not address whether any liquidated damages have been assessed, waived or remain possible under the revised schedule.
Until now, the limited extensions contained in the first three change orders did not explain how the project’s contractual timeline aligned with the publicly announced Oct. 5 reopening date. Change Order No. 4 is the first project document to provide a detailed written accounting of the additional time.
